In this Module, we set the stage for sustainable impact in the entire watershed, by setting up the Manafwa Watershed Platform. This is a forum where pertinent stakeholders representing different sections of the watershed have an opportunity to express their views, learn from each other, and reach agreements on how to restore resilience and stimulate stewardship of the Manafwa watershed (i.e. the project goal). This collaboration and the desire among stakeholders to be part of the process are essential ingredients for building resilience-based stewardship. Cognizant of the fact that some rather top-down policies in the past (e.g. the policy on preservation of Mount Elgon, and the policy on riverbank protection) resulted in conflicts and destructive encroachment, our platform employs a bottom-up approach. Hence, we pursue proactive and meaningful engagement of authorities and stakeholder groups from various sectors of the watershed, counting on the participation of public/governmental institutions, NGOs, and the private sector, but not making use of handouts (i.e. direct incentives).
